Setting Up an Outdoor Smoking Zone in the UAE: Regulations & Solutions

The UAE’s climate alone makes outdoor smoking zone planning more demanding than in many other markets. Summer temperatures regularly exceed 40°C, and coastal cities like Dubai and Abu Dhabi combine that heat with high humidity for much of the year. An outdoor smoking area that isn’t properly shaded, ventilated, or weather-protected becomes genuinely unusable for large parts of the year — which defeats the purpose of installing one in the first place.

On top of climate, the UAE’s regulatory environment adds real complexity. Federal legislation sets baseline public health standards around tobacco control, while individual emirates and municipalities can apply additional requirements around signage, placement, and building permits. A business operating across multiple emirates may need to confirm requirements separately for each location rather than assuming a single national standard applies uniformly everywhere.

This combination — demanding climate plus layered regulation — is exactly why an outdoor smoking zone in the UAE benefits from more upfront planning than the same project might need in a market with a single, simpler regulatory framework and a milder climate. Rushing to install a basic shaded area without addressing both dimensions properly tends to produce a space that’s either non-compliant, unusable for large parts of the year, or both. Read more
